There is mandatory insurance for car hire in Texas, USA - it does not matter if you are from UK or from another country - you have to have the insurance for your car rental. The mandatory insurance cover limit is not so high - it's advisable to have better insurance (with higher limits), than the mandatory insurance.
You may check with your credit card issuer, if your credit card covers your car rental insurance (and what the limits are).
Another option can be to buy car rental insurance from some insurance company - there are several insurance companies offering car rental insurance - if you are frequent traveler, consider to buy yearly cover...
Car rental companies also offer car rental insurance - sometimes, they have it included in the price of car rental (check with them what exactly is covered and what the insurance limits are - as to have only the mandatory insurance included, does not mean you are fully covered...).
The most expensive option (usually) is to buy car rental insurance during the car rental pickup - at the rental desk - it can easily double or even triple the price of your car hire... so, it is good to have the insurance bought/ordered in advance to avoid unexpected costs...
