There are several kinds of tolls:
1) SunPass - probably the cheapest option - you have to buy SunPass electronic transponder (removable electronic device) or SunPass Mini which is special non-removable sticker attached to your windshield. These can be purchased in Publix stores or at AAA offices. Once you have purchased your SunPass device, you have to register it and activate it - it works in prepaid basis - the toll is deducted from your account.
2) Toll-By-Plate - if you don't have SunPass and use Toll roads in Florida, you will be charged via Toll-By-Plate system - when you enter the Toll road, photo of your vehicle plate will be taken. The car owner (e.g. car rental company) will be sent invoice with the Toll charges plus administrative fee. You, as the car owner or car rental agency will have to pay for the Toll. If car rental company gets the Toll invoice, they will charge you the invoices amount plus their administrative fees - this is not a kind of penalty or punishment - it's just the way how the car rental company can transfer these costs to you. The administrative fee is also quite reasonable, they have to receive the invoice, they have to process it, they have to find out who was driving the car and they have to send you the invoice...
Make sure to ask your car rental company about Toll roads in Florida during your car rental pick up. It can make your holidays in Miami easier if you purchase the SunPass from your car rental agency.
