I rented a Hertz car via a Kansas travel agent to be delivered at the Lisbon airport. Upon arrival I had to add a hefty fee for extra insurance--ok but not previously mentioned by agent. BUT the local Hertz representative added "an administrative fee" of 86 euros.  Upon return I submitted receipts and complained.  Hertz Customer Service authorized the reimbursement of the fee that was clearly illegally added.  Not a penny arrived. When contacting Hertz yet again, I was informed that they never approved of anything since nothing was submitted. Of course this is, to say the least, untrue, and of course I have all the dated email documentation.  My advice to anyone interested in renting a car--try an agency, probably not Hertz,  whose representatives do not add fees on their own initiative.
