Having rented a car at most international airports, I have to admit that the services of Hertz in Paris are almost faultless. Attentive staff, short waiting times, car in perfect condition. If you plan to drive within Paris, GPS navigation is a must.

The bad news is that at Hertz, it is almost impossible to get a normal (acceptable) price for one-way car rental to another city (in my case Brussels) out of France. To their credit, it seems to be the same with most another car rental agencies, at least those I contacted. The rates are deliberately so high that you just give up... They apparently simply don't have the infrastructure for one-way rentals.
