you can not avoid paying car rental insurance in the UK, as it is mandatory insurance - car rental companies located in UK usually offer car rentals with insurance already included in the offer (make sure to check the deal for insurance limits and conditions). If you have your own insurance, which also covers car rental in UK - e.g. some credit card companies offer such insurance, or you have purchased special car rental insurance from insurance company - you may ask the car rental agency for price without insurance (let them know you have your own), but then if anything happens, the car rental company wants the money from you and you have to deal with your insurance company to make all the paper work, which may take a lot of your time and efforts... If the external insurance company declines to pay (for any reason), whole payment to the car rental is on you...
Don't underestimate your car rental insurance, as it can be quite pricey...
Make sure to have car rental insurance prior your car rental pick up, as the insurance offered at the counter is usually very expensive.
