yes, it's possible - it's called one way car rental. Probably all major car rental companies, which have offices in San Diego and San Francisco offer this car rental.
Some car hire companies would charge one way fee (drop off fee) which can be about $200, but there are also companies not charging one way fee if you rent a car within California - e.g. San Francisco to San Diego (check the conditions of Hertz or Budget).
