CDW (Collision Damage Waiver) is not mandatory in Spain - some car rental companies DO have it included in the price, but some offer it as optional product.
It's important to study the car rental conditions well, to understand what is included and what is not. Certain car rental companies offer several levels of CDW (levels of non waivable excess) - usually the best (and most expensive) CDW is the one with zero non waivable excess. CDW usually does not include Theft protection (TP) - meaning, that even you have CDW included in your rate and someone steal your vehicle, you are still liable to pay for the car to the car rental company, if you do not have Theft protection (TP) purchased.
You may have car rental insurance included with your credit card - check well what is included in your policy - if your credit card offers you sufficient car rental insurance, you may decline the car rental insurance offered by the car rental company - but again - check well the conditions of your credit card car rental insurance prior declining the car rental company products.
Another option can be to buy car rental insurance from insurance company - there are several insurance companies offering car rental insurance products for your trips - you can purchase insurance for limited time, or if you are frequent traveler, you can consider buying yearly protection cover. These products are sometimes cheaper, then the car rental companies insurance - you should compare several options.
