Is  the spouse permitted to drive without additional charges in Miami, Florida or is this discretionary with each rental agency?

as far as I know, it is not set by law in Florida and it depends on the car rental company policy. My own experience with Thrifty in Miami was, that they have included my wife free of charge, when we rented car in Miami. I have also seen, that Alamo does not charge extra, if you are their Quicksilver member etc... Compare various car rental deals and you will find several offers, which include free extra drivers.

if you rent a car from car hire agency located out of Miami airport, then you do not have to pay airport fees (surcharges), so the rental may get cheaper.

But, exact price depends also on the competition between car rental companies in Miami and Miami airport - sometimes you can find special deals from airport car rental companies, which will be cheaper, than the rates you would get from companies located off Miami airport.

I have heard, that there should be change in Miami airport car rental companies location - to Miami Rental Car Center. I will be in Miami during July 2010 - will the miami car rental center be open already?

Hi Andy, you are right - there will be brand new Miami Car rental center at Miami International airport - MIA - scheduled opening May 2010. Car rental companies currently located at Miami airport will move to this car rental center. All Miami airport car rentals should be centralized in this building.

There will be shuttle bus operating 24 hours/day between Miami airport terminals and Miami car rental center.
