To answer your question - it's not only expensive in Argentina, it's expensive all around the world. It all depends on the market - how far the rental locations are from each other, the competition on the market etc... Car rental companies have to add their extra expenses with return of the car to its original location - this is not such a big problem let's say in Florida, as one way car rentals are quite frequent there, so if one person takes the car for example from Miami to Orlando, then next day there might be a person interested in one way car rental from Orlando to Miami, so there are no extra costs involved for the car hire company. But Argentina is quite different from Florida car rental market - it's not that popular car rental destination, so the car rental companies have to add the cost of car return as one way fee... and Argentina is a big country with long distances... that's why one way charges are high in Argentina. Compare various car rental companies, may be you will find some with low or even no one way fees. There can be special offers for one way car rental for your destination...
